What historical problems/issues/concerns, as perceived by the policy initiators and/or sponsors of the legislation, including the governor led to the creation of the bill? In other words, what was the nature of the problems that the bill corrected? According to the initiators/sponsors how important is this piece of legislation to the citizens of the state.
The historical concerns of the past bill Is that America keeps pushing our mentally ill individuals into jail and prison cells denying them the care they need. Psychiatric hospitals that no longer exist were one of the places where the mentally ill were able to find competent care that society deemed unnecessary while numerous people safely housed in these institutions have been booted out in the streets with nowhere to go. Loved ones of the mentally ill in the past have not been able to get any information about them due to privacy restrictions, not about their care or treatment. Locking mentally ill people in jail or prisons was not solving the problem because once their jail time was over they were back on the streets once more.

I do not really understand why the NRA had such a large features in the debates, sometimes it seemed as though the debates were not really about mental health care at all but instead gun control. Gun control for the mentally ill was supposed to be only a small part of a larger reform but most of the arguments spun out of control. Substituting mental health care for gun control is not only offensive to those with mental illnesses but also allows for dangerous stereotypes regarding the mentally
