The question "Can war be justified?" plagued mankind since the first war. The Just War Theory holds that war can be just. The theory has evolved for thousands of years and modern theorists, such as Michael Walzer, author of Just and Unjust Wars, puts forth criteria for a just war, such as jus ad bellum and jus in bello. Jus ad bellum includes reasons for going to war, and jus in bello deals with the people who wage war. The criteria in jus ad bellum include; just cause, declaration by a proper authority, right intention, a reasonable chance of success, the end proportional to the means, and war as a last resort. In Locke's "State of nature" the government's primary objective is to protect individuals. For example, if one was in a state of nature and a gang of savages attacked him or her, he or she would do anything necessary to defend themselves. They would then form a group with a common objective of protection. With life now insured, the group can pursue liberty, happiness and estate. Just War Theorists claim the governments of today are essentially the same, only on a larger scale.

Walzer and other Just War Theorists hold that self-defense justifies pre-emptive strikes. If an outside force is obviously endangering a state, it is then justifiable to stop the attack before it happens. Pre-emptive strikes can prevent a future war that has worse effects. Walzer has what he calls a "general formula" for a just pre-emptive strike, "States may use military force in the face of threats of war, wherever the failure to do so would seriously risk their territorial integrity and political independence" (87). Walzer uses an example to justify his "general formula" of a justifiable pre-emptive strike. He claims that the Six Day War in 1967 was indeed a just pre-emptive attack on Egypt by Israel. Israel was under real threat because Egyptian President Nasser massed an army and was positioning for attack, while simultaneously closing the Straits of Tiran to Israel, and publicizing his goal to destroy Israel.
