Thus, the purpose of the OAA is to ensure equal opportunity to the fair and free enjoyment of adequate income in retirement, physical and mental health services, opportunity for employment, comprehensive long-term care services, and protection from neglect and abuse. Additionally, senior centers and services are vital in bringing together the elderly and the critical programs that benefit them. Essentially, the covert objectives of the OAA are for seniors to avoid hospitalization and nursing home care, where as a result it will save federal and state funds. The OAA values the hard work that our elders have done their whole lives and believe that in return should not have to struggle in retirement. Every senior citizen has a right to stable medical, nutritional, and social services that allow them the freedom to age in place without having to worry about losing all their savings due to their illnesses.

The Older Americans Act (OAA) funds critical services that keep older adults healthy and independent—services like meals, job training, senior centers, caregiver support, transportation, health promotion, benefits enrollment, and more. The Act is overdue for reauthorization—and Congress needs to seize this opportunity to update and renew its commitment to these programs and those they serve. Looking back from when I began my career, I can say I came a long way learning the concepts of understanding the expectations that arose from all my positions. In my first job just after graduating, I was appointed as a Business Accountant of a multinational company. Since then, I was caught in the myth that people who were in leadership positions or high ranking were leaders. Being in a junior position, I could have the least effect on any new ideas as my voice seems to have landed in deaf ears. I have seen how those businesses were not in line with their Missions and Values only to find later that many of the staff had left the company.
I believe that Excel can enhance the younger generations math learning skills. I think that as long as the basic math skills of calculating numbers are learned and mastered first, then Excel can be of a great benefit in the development of the critical thinking skills that are necessary to implement all of the different formulas. I believe that this kind of critical thinking that is required to realize how to formulate the data is a very important skill to develop. I do think that the younger generations and everyone else's calculating skills become a "little rusty" because of continually relying on Excel to do all of the calculating instead of doing the math out longhand, but this can occur even through the use of calculators. The Elder Justice Act was passed on March 23, 2010 as part of the Patient Protection and Affordable Care Act (PPACA) as the first piece of federal legislation to allow funds to address elder abuse, neglect and exploitation nationwide (Federal Laws, 2015). Part I of the Elder Abuse Act is the Elder Justice Coordinating Council made up of federal government representatives charged with the responsibility of coming up with programs for the promotion of elder justice. They have to provide recommendations to the Secretary of the Department of Health and Human Services on the issues of abuse, neglect and exploitation of the elderly. Then there are 27 professionals from the general public who are to give recommendations to the Coordinating Council as well. In the fiscal year 2010, (O’Shaughnessy, 2012) only about 5.1%, or 3 million people, out of the 57.8 million people age sixty and over, received services funded by the Act. These services included home delivered meals, home care, personal care, or case management services on a regular or intensive basis. About 14%, 8 million people, received other services, such as transportation, congregate meals, or information and assistance on a not so regular basis. A report was made by the Government Accountability Office stating that their findings were that many older people are in need of meals and other supportive services to help remain independent in their own communities, but a large portion of them are not getting the help they are in need of. Some barriers causing this lack of help are lack of funding and lack of knowledge among the older Americans that they may be eligible for benefits and services can be available for them.

There has been an increasingly large amount of awareness placed on the governments role in prevention and standards for the control of health care and communicable diseases. In this growing effort are provisions applying to long-term health and stipulations for proper treatment and care. Gradually, a shift from local community efforts to care for the elder has transferred to a prominent government role. Several committees have been created to assist with the implementation and over view of care and acts to instigate change. Amongst the major changes that have been set in place effecting long-term care, was the passage of the Social Security Act of 1935 and Medicaid insurance.
Seniors who fall under a coverage hole will start getting some help. Some are saying that seniors may lose Medicare benefits they now enjoy, but that is not true. The health reform act will not cut guaranteed benefits; a person will still be able to maintain the coverage they want. Americans on Medicare will receive free preventive care without co- payments or deductibles. Seniors will also receive $250 to help pay for their prescriptions. There will also be alternatives to nursing home placement, such as day-service programs, home-care aides, meal programs, senior centers and transportation services. A public, voluntary long-term care insurance program known as the Community Living Assistance Services and Supports, have enrolled individuals who have substantial daily needs to receive at least $50 a day. This money is to be used to defray the costs of services such as home care, family caregiver support, and adult day-care or residential care.

Toward this end, this brief study will conduct a review of literature that addresses these shifts and changes in policy.
