POLICE POLICY IMPLEMENTATION AND ANALYSIS Police Policy Implementation and Analysis As the police chief for the Phoenix Police Department, I believe it is important to build police-community trust and this can only happen if the community of Phoenix relies on the police force to help them make the community a safer place. In today’s society, all around the country, there has been a lack of trust in the police force concerning abuse of authority, use of force, and unlawfully arresting targeted populations (Koen, Willis, & Mastrofski, 2018) . The policy I want to implement into the Phoenix Police Department would be the mandatory wearing of body cameras (BWC) on all police officers. I would implement this policy into the police department by applying for the National Body-Worn Camera Toolkit program , which is a federal funding program that has already “provided more than $40 million dollars to more than 175 law enforcement agencies for the purchase of BWCs, podcasts from researchers, subject matter experts, and practitioners” (White, 2017) . Once picked to be a participating agency, the BWCs will be shipped to the station and ready for instructional training on how to use them. This program will help provide the tools and resources on how to successfully implement BWCs in order to reap all the benefits these tools have to offer. Within a week or two of receiving the products and training all officers the police department will launch the use of BWCs department wide. This police policy analysis will further explain the policy importance, how it will effectively reduce crime, improve community relations with police, steps in the evaluation process and specific effects of the implemented policy on the culture of the police department. Importance Mandatory wearing of body cameras on all police officers is an important policy that needs to be implemented in the police department because these BWCs help reduce abuse of 2
POLICE POLICY IMPLEMENTATION AND ANALYSIS authority, number of assaults on officers, reduction of an officer’s time spent on paperwork, and an increased public confidence in local policing (Koen, Willis, & Mastrofski, 2018) . BWCs have become an important element of police reform in response to recent police killings of civilians in the United States (Koen, Willis, & Mastrofski, 2018) . A majority of Americans believe that this policy will equally protect both the police officers that wear the body cameras and the citizens who interact with the police (White, 2017) . This policy will provide transparency into some police interactions since officer’s entire shift is recorded on the BWC. It will additionally help protect the civil rights of citizens so officers cannot simply harass someone because of their ethnicity, race, and/or gender. Officers now have to be held accountable just as much as the citizens do and need to genuinely have suspicion of crime committed by an individual before taking further action. Wearing the BWCs will strengthen the police-community trust, lower crime rates, and will also increase the self-legitimacy of officers. Effectively Reduces Crime Making it mandatory for body cameras to be worn on all police officers can effectively reduce crime and improve community relations with police because everything is being recorded. This means that it is no longer the officer’s word against the citizens, now everyone is held accountable for their actions. BWCs generates valuable evidence and are “70 to 80 percent more likely to result in a guilty plea, compared to other court cases” (White, 2017) . BWC’s allow for quicker resolution of cases, less paperwork for the officers, and more times spent patrolling for other crime (White, 2017) . BWCs can also deter criminals from committing crimes because they are less likely to get away with criminal activity than ever before. The video evidence is enough proof to convict someone since it captures criminals in the act, which is hard to dispute. 3
