In some areas of the State of Texas has concerns about adequate water supply in the event of an emergency. Bill SB 2406 interested me as I had no idea water supply in any capacity is of concern in Texas. This bill was introduced to and initially received by the Secretary of the Senate March 10, 2023. Bill SB 2406 included general water, hospital, disaster preparedness and relief, Neches River, Jefferson County, and Gulf of Mexico (Creighton, 2023). This bill was sponsored by Manuel. It’s important for there to be adequate water supply in any circumstance as it is the most important nutrient for maintaining life and each hospital facility’s overall functioning (Center for Disease Control and Prevention [CDC], 2022). This Bill supports the advocacy of being proactive in ensuring adequate intervention to preventing determinants relating to physical environment (Curley, 2020) Bill SB 2406 is specifically concerning hospitals' permission to drill a water well in order to produce water for use in an emergency or natural disaster in specific counties (Creighton, 2023). The role of advocacy from Senate Committee of Water, Agriculture and Rural Affairs and House Committee of Natural Resources voted to ensure hospitals within the jurisdiction of Jefferson County that are boarders of Neches River with a greater than 200,000 and less than 300,000 population to supplement their current water supply (Creighton, 2023). This Bill gives authority to hospitals to utilize their own property to drill the water wells for the supplementation rather than rely on just its usual source (Creighton, 2023). The Bill proposed there to not be any major financial consequences for the State. After three recorded votes between April 20, 2023, and May 24, 2023, then receiving signatures from Senate, House and lastly by the Governor on June 18, 2023, Bill SB2406 was passed and became effective September 1, 2023 (Creighton, 2023).
